Around 15 conservation areas including Carshalton village and ponds, Cheam Village, Sutton High Street, Wallington, Little Woodcote and Belmont. Sutton town centre has been a Heritage Action Zone since 2017.
WHAT EXTRA RULES APPLY HERE?
Extra rules apply in some conservation areas. The borough-wide rule on shared houses, in force since February 2025, does not affect householder extensions.

08 · COMMON QUESTIONS
Do I need planning permission to extend in Sutton?
Usually not. Outside its conservation areas the standard allowances apply, and Sutton is one of the more approvals-friendly boroughs in London, deciding the great majority of householder applications within eight weeks.
Why does drainage matter to my extension?
Because parts of the borough cannot absorb heavy rainfall easily. Several areas are identified as at particular risk, so covering garden with a building or paving can make things worse, and applications often need to show where rainwater will go.
What guidance does Sutton use?
Its guidance on residential extensions, which sets out what the council expects on scale, materials and the effect on neighbours. It is a practical document and worth designing against from the start.
