Do I need planning permission to extend in Kingston?

Often not. Kingston has around 22 conservation areas, but its extra restrictions target town centres and workspaces rather than homes, so what limits householder work here is usually conservation area status or listing rather than a blanket rule.

Does the river affect what I can build?

Near the Thames and the Hogsmill, yes. Kingston and Surbiton riverside sit in a flood zone, which means a flood report with the application and closer attention to floor levels and anything below ground.

Are basements possible here?

They are possible, but the ground makes them harder than in flatter boroughs. Coombe sits on sloping ground where groundwater is a real consideration, so any basement needs proper ground investigation before the design is fixed.
