Around 29 conservation areas plus four Local Areas of Special Character, including Harrow on the Hill, Pinner village, Pinner Hill, Stanmore, Harrow Weald and Mount Park Estate.

WHAT EXTRA RULES APPLY HERE?

Around fifteen sets of extra rules apply, with directions made in 2021 for Pinner Hill, Mount Park Estate and South Hill Avenue among others. Separate rules on shared houses apply in some wards but do not affect extensions.

08 · COMMON QUESTIONS

Do I need planning permission to extend in Harrow?

In the protected areas, yes. Harrow has around fifteen sets of extra rules across its conservation areas and special character streets. Outside those, on the Metro-land semis, the usual allowances generally apply.

Why are loft conversions so common here?

Because the 1930s semi has a hipped roof, sloping on three sides. Squaring off the side into a gable creates enough headroom for a proper bedroom and bathroom, and on most Harrow streets it can be done without a planning application.

What is a Local Area of Special Character?

A local designation for streets valued for their spacious, leafy character rather than their architecture. It does not remove your rights outright, but proposals are assessed against the spacing between houses, so filling the plot is harder to justify.
